PROCUREMENT AND COMPETITION RULES

Public procurement is the purchase usually by contract after public competition of goods, services, works and other supplies by a public sector body or a body that has an element of public funding such as housing associations. There are various EU and national legislative regulations and constraints to follow on whether a contract exceeds the relevant financial threshold, which of the open, restricted or negotiated award procedures should be followed and whether the successful bidder should be the party that offers the lowest price or the most economically advantageous tender.
